I had a plan of more dynamic questing. Proper requirements must be met that activates other things. Brining a high level character to the Guard captain now unlocks a new quest. If you do the quest and bring back the specific quest item to the captain, you get a nifty reward.

Level 5...  It is kinda high but kinda normal... How big level is if is 9999 exp? Why there is that limit, anyway?

9999 is the very end of level 6. Meaning, if you get 10000 (only in 2.7, though), you're level 7.
Level five is pretty decent, I think. I mean, it's fairly high. But not ridiculously so.

The development release, though, has no limits.

Rogue can walk on water at 9999 exp... There in the manual reads "Triple jump". It's wrong.

No it's not, you can triple jump and water walk...
