When I play Egoboo 2.61, there are only two modules besides the starters: the Water Palace and Zippy City.

I replaced the 2.4.4 modules with the 2.6.1 modules and had the same thing and someone (Zefz?) said that when the Water is completed, some others come... And it worked...

Why, WHY do people keep asking this? Confused

But by the way, I may have gotten the order of the palaces wrong in the Wikipedia article. Can someone look at it and let me know?
I also called Zippy a village and not a city. But I've always thought that it should be called that anyway. Seriously.
It's not really a city at all, especially compared to Bishopia!

@Maxaxle: If you read the changelog you should know that as 2.6.1 is the current stable version, the module-unlock-system has been reactiviated, so this is no bug. With this being said, locked.
