Slightly, I'd say. You don't need to pay as much attention to whether you're double-posting in the SPAM-thread or not, but posting two posts with only one minute of time between them, like MopHead did, still isn't really okay. You can really just use the Edit-Button in that case.
So I'd say, unless there's less than an hour between your posts in the SPAM-thread, you're allowed to double-post there if you really must.

Making a double-post in the way MopHead did slightly looks like one would abuse the SPAM-thread to get a higher post count.
But whatever. It was AoD anyway who gave MopHead a PP, not me. I myself probably wouldn't have given him any PP for that, but whatever.

But seriously, he could've easily posted what he double posted in his main post without batting an eyebrow.
